The Master Plan Study for Wheatley Courts, commissioned by the San Antonio Housing Authority, examined an 11 acre area located on the east side of San Antonio. This area, comprised mostly of existing low-income housing and some single-family residences, had become an island of destruction and decay. The goal of the Housing Authority was to develop ways to provide residents with new housing integral to the surrounding neighborhood, reduce the development density of the area, provide opportunities for a mixed-income neighborhood, create new public spaces for use by the entire neighborhood, and to create positive change outside of the immediate project area through infill development.
